Read the UPS reports on this page. If many people say ups.com, tracking or the UPS app will not load, the fault is with UPS. If only your parcel is quiet, the site works and the parcel is between scans.

Usually the tracking is working and the parcel has no new scan. UPS says a shipment on a long-distance leg probably will not be scanned again until it reaches the destination hub. If an Exception shows, the reason is in the Shipment Progress section of the tracking page.
