About Parivahan

Parivahan is the Ministry of Road Transport and Highways portal that carries India's vehicle and driving licence records. Sarathi handles licences, Vahan handles registration, and the mParivahan app puts a digital RC and licence on the phone.

People use it to apply for a learner's or permanent licence, book slots for the driving test, transfer a registration certificate, pay road tax, check challans and apply for permits and fitness certificates. Dealers and RTO agents work in it daily. Fee payment steps and appointment slot releases are its busiest moments.
