Use Telegram Web or Desktop Telegram keeps chats in the cloud, so web.telegram.org or the desktop app can take over when the phone app is stuck.
Call or text instead An urgent message can still go by SMS or a normal call until Telegram is back.
Keep a second device logged in A logged-in tablet or computer receives login codes inside Telegram if SMS is slow.

Check the reports on this page. Many reports from different cities at once point to Telegram's side. With only a handful of reports, check your own connection and app.

If reports are high here, wait for Telegram. If not, check whether Telegram has limited your account: reported accounts can message only people who saved their number, and a frozen account can read chats but not send. Otherwise switch networks and update the app.

Switch between Wi-Fi and mobile data, then close and reopen the app. If it still will not connect, try web.telegram.org or the desktop app, since Telegram keeps your chats in the cloud. When many people report the same here, the problem is Telegram's.

Open the chat with Telegram, the verified profile with a blue check, on any device where you already use Telegram. Telegram sends the code there instead of SMS if you used an app recently. Enter your number in international format, +91 then the number. Codes by phone call work only with two-step verification on.
