About RTPS Bihar

RTPS Bihar (Right to Public Services) runs on serviceonline.bihar.gov.in, where residents apply online for caste, income and residence certificates, the EWS income and asset certificate, and many other department services. The Department of IT, Government of Bihar runs it on NIC's ServicePlus software.

Applicants do not need to visit an RTPS counter. The certificate arrives by SMS link, by email, in DigiLocker or in the ServicePlus inbox.

If RTPS Bihar isn't working

Are other RTPS applicants reporting it? Many RTPS reports together mean the ServicePlus portal is down for everyone.
Use the MeriPehchaan login Old ServicePlus passwords may not work; follow the MeriPehchaan steps in Self Support.
Do not pay at the bank counter On OGRAS, choose ePayment with net banking or a card, not cash or cheque.
Note your reference number Keep the Application Reference Number and date; you need both to track or appeal.

Other ways to access RTPS Bihar

RTPS counter or CSC A Lok Seva Kendra (RTPS counter) or Common Service Centre can file the form and print the certificate.
DigiLocker An issued certificate also reaches DigiLocker, which works even when the portal is slow.
Track by reference number Track Application Status needs only the reference number and date, no login.
Write to the helpdesk The helpdesk and appeal emails are on our RTPS Bihar helpline page.

Questions

This page checks serviceonline.bihar.gov.in and shows reports from other applicants. A rush of reports from Patna, Gaya, Muzaffarpur and Bhagalpur together points to a ServicePlus outage. When it is only your form, refresh, clear the browser cache or switch network.

Heavy load during admission and job-application seasons, when many people need caste, income and residence certificates, slows the ServicePlus portal. Maintenance by NIC can also take it offline for a while. Try again early in the morning.

Yahan dusre aavedakon ki reports dikhti hain. Patna, Gaya aur Muzaffarpur ke log bhi isi waqt RTPS ki shikayat kar rahe hon, to dikkat portal mein hai. Aadhe ghante baad phir try kijiye, ya block ke RTPS counter se form bharwaiye.

Open Citizen Section and choose Track Application Status on serviceonline.bihar.gov.in. Pick the service, enter the Application Reference Number and the date of application, then submit. Updates also come by SMS and email to the details you gave in the form.

Use the download link sent by SMS, the email attachment, DigiLocker or your ServicePlus inbox. The portal's Citizen Section also has Download Certificate, and an RTPS counter or CSC can print it for you.

The portal now uses MeriPehchaan single sign-on. Existing users should read the MeriPehchaan login instructions in the portal's Self Support section; new users choose Register Yourself, and a forgotten password is reset with Forgot Password.

File an appeal on the RTPS Appeal portal, rtpsappeal.bihar.gov.in. If an application is not settled within its time limit, the system can file an auto appeal, and you can file a first or second appeal online at any hour.
