Is CSD AFD Portal down right now?

Our status card checks afd.csdindia.gov.in and shows reports from canteen card holders. If the portal shows CSD's Temporarily Unavailable page about high traffic, the outage is on CSD's side and affects all users.

Heavy demand is the reason CSD itself gives on its maintenance page: abnormally high traffic, with services to resume soon. Wait and try again later.

If the portal is up but login or pages are slow, CSD suggests refreshing the page or clearing the browser cache (Ctrl+Shift+R). If that fails, contact the AFD Help Desk with your registered username and the error message.

Use New User Registrations on afd.csdindia.gov.in, or Login or Register with DigiLocker. To log in, enter your registered username (not your email ID), password, captcha and the OTP. Existing users must verify their email ID and update their pay level under Update Registration Form; the office of DDGCS approves the change before you can place a demand.

Up to about 3 months. Submit the refund application at your nominated URC, which forwards it to the CSD depot and then CSD Head Office for approval and funds.

CSD pays no interest on it, because AFD money goes into the Consolidated Fund of India.

Pay only from your own bank account, through the payment gateway on the portal: card, UPI, net banking or bank transfer by e-challan. CSD depots reject payments from a third party's account, and CSD takes no cash. Do not pay twice: CSD says the payment status updates on the portal within 2-3 days.

It depends on your pay level, before taxes.

• Pay level 3 to 5: up to Rs 8 lakh (Rs 13 lakh for an electric car), four cars in a lifetime
• Pay level 6 to 9: up to Rs 10 lakh (Rs 15 lakh electric), five cars in a lifetime
• Pay level 10 to 18: up to Rs 20 lakh (Rs 25 lakh electric), once in eight years

The first car comes after five years of service, with eight years between two cars.

A Ministry of Defence order of 19 October 2020 stopped CSD buying directly imported items, under Atmanirbhar Bharat. Liquor brands also differ by state, because distilleries register each brand state by state.
