The Department of Labour, Government of Punjab runs eLabour Punjab at pblabour.gov.in. Employers use it for factory licences, shops and establishments registration, contract labour and night shift permissions. Workers check Labour Welfare Board scheme status there too.
Construction workers get their labour card from the Punjab Building and Other Construction Workers Welfare Board, on its BOCW portal at bocw.punjab.gov.in. Registration, renewal, status check and card download all run there, and the Board's welfare schemes include Shagun, stipend and funeral rites help.

Look at the eLabour Punjab status card here. It tracks pblabour.gov.in, with reports from workers and employers in Punjab. Note that labour card work runs on a separate site, bocw.punjab.gov.in, which can be up while eLabour is down, or the other way round.

Open BOCW Registration on pblabour.gov.in and choose Click here to check your application status, or use Check Status on bocw.punjab.gov.in. Keep your application or registration number ready.
Construction workers register with the Punjab Building and Other Construction Workers Welfare Board. From BOCW Registration on pblabour.gov.in, pick Click here to register for a new card or Click here for renewal. A CSC can also do it, using the CSC Login on the BOCW portal.
Use Download Card on the BOCW portal, bocw.punjab.gov.in, once your registration is approved.
The Board lists the Shagun scheme, a stipend scheme, ex-gratia, LTC, occupational diseases help, funeral rites help, teeth, spectacles and hearing device help, and general surgery aid. Scheme status can be checked under Check Your Labour Welfare Board Scheme Status on pblabour.gov.in.
Under the Right to Service timeline, the registration certificate for a building or construction work establishment is issued within 30 days of a complete application. The yearly fee depends on workers: Rs 1,000 for up to 100, rising to Rs 10,000 above 1,000.
