PayPal India is run by PayPal Payments Private Limited, and since 1 April 2021 it has not handled domestic payments between Indian buyers and sellers. What it does in India is cross-border: paying international shops, and Indian freelancers and exporters receiving money from overseas clients into an Indian bank account.

So a PayPal payment to an Indian seller failing is not an outage. A login, withdrawal or checkout failure seen by many users at once is.
