About MCD Delhi
Property tax, birth and death certificates, trade licences, community hall and park bookings and civic complaints for most of Delhi run through MCD Online at mcdonline.nic.in. It is the portal of the Municipal Corporation of Delhi (MCD), formed on 22 May 2022 when the East, North and South Delhi corporations were merged again.
MCD serves about 2 crore people across 12 zones, from Central and South to Narela and the two Shahdara zones. Its head office is the Dr. S.P. Mukherjee Civic Centre on Minto Road, and complaints go through the MCD 311 app.

The status card here tests mcdonline.nic.in and collects reports from users across Delhi's 12 MCD zones. A rise in reports from many areas means MCD Online itself is down. For a civic complaint that cannot wait, call 155305.
Check which part is failing:
- MCD Online itself is down or slow for many users.
- Property tax and birth-death services run on their own portals, ptr.mcdonline.nic.in and rbd.mcdonline.nic.in, and each can fail on its own.
- The birth and death portal keeps a maintenance window from 11 PM to 12 AM.
- The OTP for login has not arrived.
Log in as a citizen on the RBD portal (rbd.mcdonline.nic.in) and take the printout of the certificate once MCD officials approve it. Keep the registration number from the SMS handy.
After the three corporations merged, revised certificates with unique registration numbers were issued. MCD asks you to download the latest one, as only the updated certificate is valid for verification.
A hospital registers births and deaths that happen there. For a birth or death at home, the family registers it online, in the zone where it happened.

Go to the property tax portal, ptr.mcdonline.nic.in, from Pay Property Tax on MCD Online. Log in with your mobile and OTP, your login ID and password, or your UPIC, then pay and download the receipt. For 2026-27, MCD has a one-time amnesty scheme called SUNIYO 2.0.
Open Citizen Corner on MCD Online and choose Download Mutation Certificate. Mutation, or e-change of name in municipal records, is applied for from the same property tax system.
Use the MCD 311 app or the Lodge complaint MCD 311 link on mcdonline.nic.in, and track it with Track complaint MCD 311. You can also ring the Citizen's Call Center on 155305. Public grievances are also taken on CPGRAMS, linked from the same menu.
Open Departments and then Toll Tax on MCD Online. It lists RFID recharge facilities, point of sale and recharge locations, the border toll plazas, the rate list and exemption categories, and the department's key contacts.
