If Xbox isn't working

Open Xbox Status Find the service area you need and see if it shows limited or major outage.
Stay set to online During an outage, keep the console online so it reconnects on its own.
Restart console and router Power-cycle both if Xbox Status shows everything running.
Reset the account password If sign-in keeps failing, reset your Microsoft account password from Xbox Support.

No. Microsoft recommends leaving the console set to online during an Xbox, home network or internet outage. You are offline either way, but an online setting lets the Xbox reconnect by itself as soon as service returns.

You can play many games with the console set to offline, but you must be online for the first setup. Once the console has updated and your profile is added, you can switch to offline mode.

Xbox Support has a guide for declined subscription payments. Check that the payment method on your Microsoft account is valid and has enough balance, then try again; Store and subscriptions on Xbox Status shows if the store itself is down.
