About VFS Global
VFS Global runs a separate helpline in India for each country whose visas it handles. For a Germany visa the number is 022 6786 6013, for Italy 022 6786 6004 and for France 022 6786 6014, all on weekdays from 8 AM to 5 PM.
Canada visa applicants can call 1800 266 8858 toll free. UK visa queries go to the UK Visas and Immigration support team, not to VFS.

It depends on the visa. VFS lists a separate India helpline for each country:

UK visa enquiries are handled by a central UK Visas and Immigration support team, not VFS. VFS does not give progress updates on UK applications. For a problem at the centre itself, use VFS's complaints form; it aims to acknowledge within 2 business days.
Complaints and feedback go through the forms on the Contact us page of your destination country's VFS site. Give your name, the centre, your visit date, the visa type and your application reference number. The Germany desk aims to reply within 1 business day, France within 2.

Yes, for some countries. The Germany contact page for India offers a live chat with a VFS representative for short-term Schengen visa queries. Other countries give a phone line and an email form instead.
They vary by city and country. For Germany visas, centres work Monday to Friday, opening at 8 or 9 AM and closing between 3 and 5 PM; Jaipur is open 9 AM to 4 PM and Pune till 5 PM.
