Use Lodge a Grievance on the Sewa Setu home page for a complaint about service delivery. Track it later under Track, then Grievances.

Use Raise an Appeal on Sewa Setu, and pick Auto or Manual Appeal. A first appeal goes to the Appellate Authority named in your rejection notice. If you are still unhappy, the second appeal goes to the Assam Right to Public Services Commission. No fee is charged for either.

Yes. Sewa Setu's FAQ says the Commission can fine a Designated Officer Rs 250 a day for a delayed service, up to Rs 25,000.

Not all. Some services, such as certain certificates, licences and permits, carry a fee set for that service. Appeals and revisions under the ARTPS Act are free.
