Apple can block an account that is reported for spam. The alert says "This account is blocked due to reported spam".
After an online activation request, Apple emails you if the account is ready. If no email comes, the block is still in place. With iMessage off, an iPhone can still send SMS and RCS. Call Apple Support on 000800 100 9009 to ask about the block.

Deregister your number from iMessage. Put the SIM back in the iPhone and turn off iMessage and FaceTime, or use Apple's online deregister page. Texts come at once, though some iPhones take a few hours to notice.
You can do it yourself. On iOS 16 and later, a message deleted in the last 30 to 40 days can be recovered in the Messages app.
Note the exact error, such as "Waiting for activation" or "Not Delivered", your iOS version, the phone number and the Apple Account email. Kindly keep the iPhone with you during the call.
