Refunds are decided by the ministry or department you paid, not by the helpdesk.

Contact it when a debited payment shows any status other than FAIL OR REFUND IF SETTLED, or when your UTR is entered correctly but the GAR-7 challan still will not print.
The ministry or department you paid. Write to its DDO with the receipt or challan; the Pay and Accounts Officer pays the refund once it is sanctioned. The helpdesk does not decide refunds.
