Open a ticket at help.github.com after signing in with GitHub. Free accounts can raise account, security and abuse issues there; other questions go to the GitHub Community discussions. GitHub's support docs list no customer care number as of now.

Use Unable to sign in on the GitHub Help sign-in page. Give your email and pick the reason: forgotten username or password, locked account, compromised account or two-factor trouble.

No. GitHub Support will not restore a 2FA account without a recovery method. Use a recovery code (saved by default as github-recovery-codes.txt), a passkey or security key, or a verified device, SSH key or token; that last route can take up to three business days. With none of these you lose the account, but you can unlink its email.

Check the sender. GitHub Support writes only from github.com or githubsupport.com addresses. For security matters it works in writing through tickets and does not take callbacks or screen shares.
