Start from the Support page in your Cloudflare dashboard. Phone support is an emergency line for Enterprise plans, and callers verify with a single-use token and their Unique Customer ID from that page. As of now, Cloudflare's support docs show no public phone number.
In the dashboard, go to Support, choose Technical Support or Billing, then Create a Case. Pick the category and domain, and describe the issue with timestamps and error messages. Free plans can open cases only for billing, account and registrar issues.
It depends on the plan. An urgent Enterprise case gets a first reply within 2 hours, and within 1 hour on Premium. Free and pay-as-you-go cases have no SLA and are answered in order. Support works in English only.
